刘炳胜，教授、博士生导师，长期从事数智工程管理、新基建决策理论与方法、产品定价与收益管理等相关领域的科研、教学和社会服务工作。担任科技部面向2035城镇化与城市发展专题战略研究专家，教育部高等学校公共管理类专业教学指导委员会委员。荣获重庆市“英才计划”名师名家（综合领域）、重庆市第二批青年专家工作室领衔专家、重庆大学科研后备拔尖人才培育计划项目（人文社科类）A类、天津市“131人才”（第二层次）。主持科研项目20余项，其中科技部重点研发计划2项，国家自然科学基金重点、国际合作重点、优青、面上、青年共5项，教育部哲学社会科学重大攻关项目1项，省部级项目6项（教育部人文社科后资助项目1项、住建部软课题1项、天津市重点调研课题1项、天津市科技计划课题1项、重庆市重大、重点教改项目各1项）。曾获天津市社会科学优秀成果奖一等奖、天津青年科技奖。担任《公共管理学报》《工程管理学报》《International Journal of Information and Decision Science》期刊编委。主持编写的《工程项目经济分析与评价》教材，被纳入住房城乡建设部土建类学科专业“十三五”规划教材。作为副主编出版《工程估价》教材获得首届全国优秀教材奖二等奖。在《公共管理学报》《系统工程理论与实践》《Production and Operations Management》《Public Management Review》等管理领域国内外高水平学术期刊发表论文百余篇。
